(a) All costs relating to the operation of the Division of Water and Sanitary Sewage shall be borne equally by the Water Fund (06) and the Wastewater Fund (10).
(b) The operating costs of the Water and Wastewater Meter Bureau shall be borne equally by the Water Fund and the Wastewater Fund.
(c) To effect the sharing of costs in an efficient manner, the Water Bureau shall appropriate the funds and provide the services required to perform all administrative and water and wastewater billing functions of both the Water and Wastewater Bureaus.
The Water Bureau shall bill the Wastewater Bureau a minimum of four times per year and the Wastewater Bureau shall pay the Water Bureau from funds appropriated for such purposes for such services rendered. Such billings shall be in conformity with the provisions of this section.
