226.06 REQUEST FOR OUTSIDE LEGAL SERVICES.
   (a)   Prior to the retention of outside legal counsel by the Mayor or any Department Director, each will first submit a written request for such legal services to the Director of Law.
   (b)   Upon receipt of such written request for legal services, the Director of Law will determine if such legal services can be provided within the Office of the Director of Law utilizing existing staff.
      (1)   If the Office of the Director of Law can provide such requested legal services, the Director of Law will respond accordingly to the Mayor or Department Director and endeavor to perform such services.
      (2)   If the Office of the Director of Law cannot provide such requested legal services utilizing existing staff, the Director of Law will respond accordingly to the Mayor or Department Director and encourage said party to retain outside legal counsel, specializing, if applicable, in the respective area of law.
   (c)   Prior to the retention of outside legal counsel by the Mayor or Department Director, the Mayor or Department Director will consult with the Director of Law as to the possibility of retaining local counsel capable of providing such specialized legal services at a cost more reflective of local standards. After consultation with the Director of Law, the Mayor or Department Director will be free to retain such outside legal counsel as deemed most appropriate in light of the service and level of expertise required.
