210.06 ABSENCES; FINE OR EXPULSION.
   Whenever any member of Council has been continually absent from regular or special meetings of Council for two months without valid excuse, he may be fined not more than one hundred dollars ($100.00) or be expelled from Council. Before such fine or expulsion is ordered, the delinquent member shall be notified in writing of the charge against him and he shall be afforded an opportunity to be heard in his own defense. A two-thirds vote of all the members elected to Council shall be required to expel a member or to fine him as aforesaid.
