The first meeting of Council, after its election as provided by law, shall be held on the first Monday in January following such election, and shall be organized as follows:
   The President of Council or, in his absence, the Mayor, shall call the memberselect to order and such members shall thereupon present their certificates of election and take the required oath or affirmation. Council shall thereupon proceed to organize by electing a President Pro Tempore from its own members, a Clerk and such other officers as are required by law.
   Until such organization is effected, Council shall hold at least one session each week and no other business shall be transacted until such organization is effected.
