The Second Ward shall contain that territory bounded and described as follows: Beginning at the intersection of the center line of 23rd Street and the center line of West Main Street; thence in an easterly direction along the center line of West Main Street to its intersection with the center line of State Route 79 South Leg; thence in a northerly direction along the center line of State Route 79 South Leg to its intersection with the center line of West Church Street; thence in an easterly direction along the center line of West Church Street to its intersection with the center line of North Fourth Street; thence in a northerly direction along the center line of North Fourth Street to its intersection with the center line of State Route 16; thence in an easterly direction along the center line of State Route 16 to its intersection with the center line of the North Fork of the Licking River; thence in a southerly direction along the center line of the North Fork of the Licking River to its intersection with the center line of the CSX Railroad; thence in a westerly direction along the center of the CSX Railroad to its intersection with the center line of South Second Street; thence in a southerly direction along the center line of South Second Street to its intersection with the center line of Summit Street; thence in an easterly direction along the center line of Summit Street to its intersection with the Corporation Line of the City of Newark at Quarry Run; thence in a southerly and westerly direction along the Corporation Line of the City of Newark to its intersection with the center line of South 21st Street; thence in a southerly direction along the center line of South 21st Street to its intersection with the center line of Harris Avenue; thence in a westerly direction along the center line of Harris Avenue to its intersection with the center line of South 30th Street; thence in a northerly direction along the center line of South 30th Street to its intersection with the center of the CSX Railroad; thence in an easterly direction along the center line of the CSX Railroad to its intersection with the center line of South 21st Street; thence in a northerly direction along the center line of South 21st Street to its intersection with the center line of Buckeye Avenue; thence in a westerly direction along the center line of Buckeye Avenue to its intersection with the center line of South 23rd Street; thence in a northerly direction along the center line of South 23rd Street to the place of beginning.
