The Mayor shall appoint the Director of Safety who shall be the executive head of the Department of Safety and shall be responsible for the direction and supervision of the work of the Department of Safety and its divisions and other organizational units, with such additional powers, duties, and functions as shall be provided by ordinance or resolution. The Director of Safety shall serve at the pleasure of the Mayor and may be removed by the Mayor without cause. The divisions of the Department of Safety shall include:
(1) Police;
(2) Fire; and
(3) Building Code.
