4.07.   Effective Date of Ordinances and Resolutions.
   (A)   The following ordinances and resolutions shall take effect upon adoption, unless a later time is specified by Council:
      (1)   Appropriations of money;
      (2)   Annual tax levies for current expenses;
      (3)   Improvements petitioned for by owners of the requisite majority of the front footage of the area of the property benefitted and to be assessed;
      (4)   Submissions of any questions to the electorate or a determination to proceed with an election;
      (5)   Approvals of a revision, codification, recodification, rearrangement or publication of ordinances; and
      (6)   Emergency ordinances.
   (B)   All other ordinances and resolutions shall become effective 30 days after their passage or at any later date specified by Council.
   (C)   For purposes of determining the effective date of ordinances and resolutions, the date of passage shall be determined as follows:
      (1)   If the ordinance or resolution is adopted by Council and signed by the Mayor as approving it within the seven day period provided for in Section 4.11 of this Charter, its date of passage shall be the date the ordinance or resolution was signed by the Mayor.
      (2)   If the ordinance or resolution is adopted by Council and the Mayor does not return the ordinance or resolution with his written notice of disapproval thereof within the seven day period provided for in Section 4.11 of this Charter, its date of passage shall be the last day of the seven day period.
       (3)   If the ordinance or resolution is adopted by Council, vetoed by the Mayor and approved by a vote of at least seven Council members upon its reconsideration, as provided in Section 4.11 of this Charter, its date of passage shall be the day on which it is reconsidered and approved by Council.
