(A) Each ordinance and resolution shall be read by title only, unless a motion is passed by a vote of at least six Council members requiring that it be read in full.
(B) Unless enacted as an emergency ordinance or resolution pursuant to Section 4.06 of this Charter, each ordinance or resolution shall be read on two separate days. Council may, by a vote of at least six Council members, dispense with the requirement that an ordinance or resolution be read on two separate days, and authorize the adoption of an ordinance or resolution on its first reading.
