Golf carts operated on streets or alleys are not required to be registered under Chapter 321 of the Code of Iowa; however, the operator of a golf cart is subject to the financial responsibility provisions of Chapter 321A of the Code of Iowa and shall carry proof of financial responsibility in the form of an insurance certificate on the golf cart at all times while operating on a street or alley.
1. No person shall operate a golf cart on any street or alley without first obtaining a permit from the Police Chief.
2. The application for a permit shall be made on a form furnished by the Police Chief and shall as a minimum contain the following:
A. A description of the community-wide parade or event and the proposed golf cart use for which the permit is being requested.
B. The name and address of the owner of the golf cart and the location where the cart is kept.
C. The make, color and type of golf cart, together with a general description of the cart and any identifying numbers it may have.
D. The proposed route on streets or alleys that the golf cart will follow to go to and from its home to its destination and the purpose of the trip.
3. The application must be accompanied by a certificate of public liability insurance covering the specific vehicle(s) for which the permit will be issued, and for the minimum amount required by Chapter 321A of the Iowa Code.
4. One permit application may be filed designating multiple golf carts to be used by the same applicant for a specific parade or event.
5. The permit application shall be accompanied by a permit fee in the amount set forth in the Appendix to this Code.
6. If the Police Chief determines that the application is in order and complies with the requirements of this chapter, the Police Chief shall issue the permit to be displayed on each golf cart. The permit shall contain an identifying number and set out the route the golf cart shall follow in traveling on the streets and alleys and the date or dates for authorized use.
