40.04   DISORDERLY CONDUCT. 
   No person shall do any of the following:
      1.   Fighting.  Engage in fighting or violent behavior in any public place or in or near any lawful assembly of persons, provided that participants in athletic contests may engage in such conduct which is reasonably related to that sport.

      2.   Noise.  Make loud and raucous noise in the vicinity of any residence or public building which causes unreasonable distress to the occupants thereof.

      3.   Abusive Language.  Direct abusive epithets or make any threatening gesture which the person knows or reasonably should know is likely to provoke a violent reaction by another.

      4.   Disrupt Lawful Assembly.  Without lawful authority or color of authority, disturb any lawful assembly or meeting of persons by conduct intended to disrupt the meeting or assembly.

      5.   False Report of Catastrophe.  By words or action, initiate or circulate a report or warning of fire, epidemic, or other catastrophe, knowing such report to be false or such warning to be baseless.

      6.   Disrespect of Flag.  Knowingly and publicly use the flag of the United States in such a manner as to show disrespect for the flag as a symbol of the United States, with the intent or reasonable expectation that such use will provoke or encourage another to commit a public offense.

      7.   Obstruct Use of Street.  Without authority or justification, obstruct any street, sidewalk, highway, recreational trails, or other public way, with the intent to prevent or hinder its lawful use by others.

      8.   Funeral or Memorial Service.  Within 500 feet of the building or other location where a funeral or memorial service is being conducted, or within 500 feet of a funeral procession or burial:
         A.   Make loud and raucous noise which causes unreasonable distress to the persons attending the funeral or memorial service or participating in the funeral procession.
         B.   Direct abusive epithets or make any threatening gesture which the person knows or reasonably should know is likely to provoke a violent reaction by another.
         C.   Disturb or disrupt the funeral, memorial service, funeral procession or burial by conduct intended to disturb or disrupt the funeral, memorial service, funeral procession or burial.
   This subsection applies to conduct within 60 minutes preceding, during and within 60 minutes after a funeral, memorial service, funeral procession or burial.

40.05   UNLAWFUL ASSEMBLY. 
   It is unlawful for three or more persons to assemble together, with them or any of them acting in a violent manner, and with intent that they or any of them will commit a public offense.  No person shall willingly join in or remain part of an unlawful assembly, knowing or having reasonable grounds to believe it is such.

40.06   FAILURE TO DISPERSE. 
   A peace officer may order the participants in a riot or unlawful assembly or persons in the immediate vicinity of a riot or unlawful assembly to disperse.  No person within hearing distance of such command shall refuse to obey.

40.07   ACTS PROHIBITED IN LICENSED AND UNLICENSED ESTABLISHMENTS.
      1.   Nudity Prohibited – Licensed Premises.  It is unlawful for any person, including the manager or other person in charge, or any firm or entity holding a liquor control license or retail beer or wine permit to allow or permit a public appearance on licensed premises by any person who is nude.
      2.   Nudity Prohibited - Non-Licensed Premises.  It is unlawful for any person, including the manager or other person in charge, or any firm or entity not holding a liquor control license or retail beer or wine permit, but operating a public or private establishment where members of the public congregate or gather together, to allow or permit an appearance on the premises by any person who is nude.
      3.   Other Acts Prohibited.  Allow or permit any of the following acts or activity on the licensed premises:
         A.   The actual or simulated public performance of any sex act as defined by Section 702.17 of the Code of Iowa;
         B.   The displaying of moving pictures, films or pictures depicting any sex act or the display of the human buttocks, anus, genitals, pubic hair or the female breast;
         C.   The advertising that any activity prohibited by this section is allowed or permitted in such licensed premises.
40.08   INVASION OF PRIVACY. 
   No person shall, without justification, authority, or consent of the occupant, peep, look, or stare into any private residence or room either in person or using electronic means within the City for the purpose of watching or looking at the occupant or any person lawfully therein, where any un-consented watching would reasonably be deemed an invasion of privacy.  This prohibition also applies to looking at another through binoculars, zoom lenses or other magnification devices.
40.09   PROWLING. 
   It is unlawful for any person, during the nighttime, to prowl about premises owned or leased by another without the expressed or implied consent of that person.
40.10   PUBLIC NUDITY. 
   No person shall expose, show, or display his or her person in the nude or appear nude in any public place, including but not limited to public streets, sidewalks, parks, meeting areas, areas in hotels and motels where the public is or may be assembled, school grounds and public parking lots; nor shall any person expose, show, or display his or her person in the nude or appear nude on private property where the person can readily be seen by the public.
