The state traffic laws regulating the speed of vehicles (including, but not limited to, California Vehicle Code sections 22348 through 22413) shall be applicable upon all streets within Murrieta except where the city council has by ordinance determined or declared, upon the basis of an engineering and traffic survey, a prima facie speed limit of 60, 55, 50, 45, 40, 35, 30 or 25 miles per hour, whichever is most appropriate to facilitate the orderly movement of traffic and is reasonable and safe. The traffic engineer shall post the appropriate speed limit signs giving notice of said prima facie speed limits.
