A. The City Recorder shall specify the fee required upon its approval of the special event permit application, based upon the amount of support, including, without limitation, persons and equipment, required by such factors as enumerated in section 12.34.060 of this chapter.
B. The following special events are exempt from City support fees:
1. An event involving First Amendment expression. The status of an event as a First Amendment expression event shall be determined by the City Attorney;
2. Neighborhood block parties which do not charge more than one dollar ninety nine cents ($1.99) in admission and/or do not receive corporate sponsorship;
3. School events in the immediate area of the school; and
4. Events sponsored in the whole by the City, State, or Federal government. (Ord. 17-18)
