6.12.040: ANIMALS IN PUBLIC:
It is unlawful for any person to chain, stake out, or tether any animal in a public place unless the person in charge of such animal is immediately present and the animal is properly restrained such that animal poses no threat of contact with an individual engaged in a normal and expected activity. (Ord. 17-15)
