An Economic Development Fund is created for the following purposes: a) to provide incentives for projects that will improve the infrastructure in the City, b) make a long term financial contribution to the City including capital projects which serve and benefit neighborhoods and persons of moderate and low income, and c) to do studies to assist the City Council and the Planning and Zoning Commission in reviewing and updating the City's general land use plan prepared pursuant to title 10, chapter 9a of the Utah Code.
