All dune buggies, go-carts, all-terrain vehicles, motorbikes, motor scooters, trail bikes, motorcycles, snowmobiles, and similar vehicles, operated within the corporate limits of the city, shall be so equipped as to meet any existing or imposed federal, state, or municipal restrictions or controls governing the emission of noise, smoke, noxious fumes, or other nuisance so as to protect the rights of other individuals in the city, and to promote the public safety.
