§ 53.003  PROHIBITED PRACTICES.
   It shall be unlawful for any person to:
   (A)   Dispose of garbage, refuse, rubbish or debris by illegally dumping same on any premises in the city with or without the consent of the owner of the premises;
   (B)   Dump or permit the illegal dumping of garbage, refuse, rubbish, and debris on any property within the city limits;
   (C)   Deposit solid waste in any solid waste container other than his or her own, without the written consent of the owner of such container and/or, with the intent of avoiding payment of the service charge hereinafter provided for solid waste collection and disposal;
   (D)   Fail to have solid waste disposed of as provided in this chapter;
   (E)   Interfere in any manner with solid waste collection and transportation equipment, duties as such;
   (F)   Dispose of dead animals in any container to be collected by the sold waste collection service;
   (G)   Own or operate a dump;
   (H)   Dispose of solid waste at any facility or location which is not approved by the city and the Kentucky Department for Environmental Protection;
   (I)   Engage in the business of collecting, transporting, processing or disposing of solid waste within the city without a permit issued by the city;
   (J)   Fail to be catalogued by a permit holder for proper collection and disposal as specified in §§ 53.060 through 53.065;
   (K)   Violate any section of this chapter or any other rule or regulation promulgated under the authority of § 53.002.
