No person may engage in the business of residential or commercial solid waste collection unless he holds a permit issued by the city requiring him or her to collect, catalogue customers, transport and dispose of solid wastes and describing the area for which the permit is issued. Permit holders shall comply with all provisions outlined in this chapter.
