A solid waste collector granted a permit under this chapter shall give ninety (90) days’ written notice to the Mount Vernon City Council before abandoning the permit. The City Council may terminate or suspend all or any portion of permit for failure to comply with any provision of this chapter, or the provisions outlined in the permit agreement, failure to render prompt and effective service or failure to comply with authorized fee schedules.
