§ 53.999  PENALTY.
   (A)   Any person violating any of the provisions of this chapter, or any lawful rules or regulations promulgated pursuant thereto, upon conviction, shall be punished by a fine of not less than twenty-five ($25.00) dollars nor more than five hundred ($500.00) dollars.
   (B)   Violators of this chapter may be issued a citation by the Solid Waste Coordinator.
   (C)   In addition to or in lieu of any other penalty, such person may in the sound discretion of the City Council, be directed by the Council, to pick up and remove from any public place or any private place waste deposited thereof by anyone prior to the date of the execution of the sentence. Violators of these regulations may be issued a citation by the city police, Kentucky State Police, county sheriff, peace officer or solid waste coordinator as designated by the Mount Vernon City Council. Offenders may be cited for the offense by means of a citation, summons or other means provided by law.
