GENERAL PROVISIONS
(A) Any person elected or appointed to any office in the municipal government and any person employed by the municipality shall abide by the state Ethics, Government and Accountability and Campaign Reform Act of 1991. All employees shall also be governed by the policies, rules and regulations as set forth in the town Personnel Manual.
(B) The Council may by resolution adopt, and from time to time amend, personnel regulations governing such matters as, among others, the terms and conditions for employment, promotion, demotion, suspension, and dismissal, vacation leaves, sick leaves, and military leaves, classification of positions, and all other matters customarily governed by municipal personnel regulations. On the adoption of any such resolution and the filing thereof in the office of the Clerk of Council, the rules and regulations contained therein shall apply to all persons to whom they are by such resolution made applicable, and it shall be unlawful for any such person to violate or fail to comply therewith.
The Mayor, Councilmembers, and other municipal officers and the municipal employees shall be entitled to receive and shall be paid such salary or compensation during their respective terms of office or employment as may be provided for and regulated by resolution or ordinance of the Council.

It is hereby declared to be the policy of the town that, notwithstanding any policies, memoranda or handbooks it has promulgated, or any of its employment practices:
(A) All town employees are employed at-will and may resign or be discharged from employment at any time.
(B) As authorized by the Mayor and Town Council, only the town shall have the right to enter into contracts for other than at-will employment on the town’s behalf.
(C) Any contract for other than at-will employment must:
(1) Be in writing;
(2) Be executed by the Town Council;
(3) Specify the duration of the employment; and
(4) Specifically state that the contract is being created pursuant to the town’s authority under this section.

RETIREMENT AND SOCIAL SECURITY
As a member of the state retirement system, the town shall abide by all applicable laws, rules and regulations governing membership and its responsibility in the system.
