Any person aggrieved by the action of the Police Chief or the Village Administrator in the denial of an application for a permit or license as provided in Section 721.04, or in the revocation of a license as provided in Section 721.09, shall have the right of appeal to Council. The appeal shall be taken by filing with Council, within 14 days, a written statement setting form fully the grounds for the appeal. Council shall set a time and place for a hearing on an appeal, and notice of the hearing shall be given to the appellant. The decision and order of Council on the appeal shall be final.
