OPERATION OF VEHICLES
(A) No person shall operate a vehicle on the public streets and alleys within the city at a speed greater than that provided in Ch. 74, Sch. I, herein. ('77 Code, § 10-80)
(B) The term VEHICLE is defined as provided in IC 9-4-1-2, as amended. ('77 Code, § 10-81)

Whenever the Police Department prescribes with posts, chains or by markings upon the pavement any safety zone upon the streets of the city, it shall be unlawful for any person to drive, park, stop or drive any motor vehicle inside of said safety zone. It shall be unlawful for any person or persons to park or stop any motor vehicle between the curbline of any street and any chain, post or pavement marking which may be established by the Police Department indicating safety zones upon the street, or within a distance of three feet therefrom.

(A) Definition. For the purpose of this section, ENGINE RETARDING BRAKE is defined as any DYNAMIC BRAKE, JAKE BRAKE, JACOBS BRAKE, C-BRAKE, PACCAR BRAKE, transmission brake,
compression brake or any other engine retarding brake system that alters the normal compression of the engine and subsequently releases that compression, or any exhaust device designed to aid in the braking or deceleration of any vehicle, that results in excessive, loud, unusual or explosive noise from such vehicle.
(B) Prohibitions. It shall be unlawful for the driver of any vehicle to use or operate or cause to be used or operated within the city any engine retarding brake.
(C) Exceptions. The prohibition against engine retarding braking shall not apply to emergency vehicles used in connection with their official use, or where the use of engine retarding braking is necessary to avoid injury to person(s) and/or property, which injury could not otherwise be avoided by the application of an alternative method of braking.
(D) Signage. Signs stating “VEHICLE NOISE LAWS ENFORCED” or “ENGINE BRAKE ORDINANCE ENFORCED”, or other similar signage, shall be installed at locations deemed appropriate to advise motorists of the prohibitions contained in this section.

RAILROADS
(A) Any person, firm, or corporation who violates any provision of this code for which another penalty is not specifically provided shall, upon conviction, be subject to a fine not exceeding $2,500. A separate offense shall be deemed committed upon each day during which a violation occurs or continues.
(B) Upon the finding by a court that a person has operated a vehicle in violation of § 71.01 or Chapter 74, Schedule I, a judgment shall be entered against such person in an amount to be determined by the court not to exceed $100 in favor of the city to which shall be added applicable court costs.
(C) Any person violating § 71.03 shall be subjected to a fine of $1,000, plus court costs and attorney’s fees incurred in the enforcement thereof.
