§ 112.31 FEE.
   There hereby is imposed on the privilege of operating every coin-in-the-slot amusement device, as defined in § 112.33 of this chapter, an annual fee of $25 plus $50 for each such device operated within the city limits. This fee does not apply to, and is in addition to any fees applicable to, any video gaming terminals regulated by the State of Illinois Video Gaming Act and subject to § 112.45 of this code of ordinances. Likewise, video gaming terminals, as defined by § 112.47 of this code of ordinances, shall not be counted for purposes of determining the applicable fee due hereunder. Should a licensee hereunder install 1 or more video gaming devices on the premises and, in accordance with Chapter 112, § 112.55, remove any coin-in-the-slot amusement devices, then that licensee shall not be entitled to any refund of any fee paid to the city under this chapter and section for said coin-in-the-slot amusement devices.
