Except in cases of emergency as determined pursuant to § 3.24.110, the Purchasing Agent shall not issue any purchase order nor award any contract for supplies, equipment or services until the Director of Administrative Services or the Director's designee shall have certified, after pre-audit, that there exists to the credit of the department concerned a sufficient unencumbered appropriated balance in excess of all unpaid obligations, adequate to cover the amount of such order or contract.
