12-3-4: EASEMENTS:
   A.   Width: Easements across lots or centered on rear or side lines shall be provided for utilities where necessary and shall be at least twelve feet (12') wide.
   B.   Design: Easements shall be designed to provide continuity from block to block.
   C.   Watercourses:
      1.   Where a subdivision is traversed by a watercourse, drainageway, channel, or stream, there shall be provided a storm water easement or drainage right of way conforming substantially with the line of such watercourse and shall include such further width or construction, or both, as will be adequate for the purpose and as determined by the plan commission.
      2.   A minimum of ten feet (10') shall be provided on either side of the ditch measured from the top of the bank away from the centerline of the drainageway.
      3.   Parallel streets or parkways may be required in connection therewith.
   D.   Drainage Plan: When a subdivision drainage plan proposes use of retention basins or ponds, which are to be dedicated for public use, provision shall be made that a public access be possible through extension of a public access easement to connect the facility to a public street.
