The subdivider or his agent shall comply with the general principles of design and minimum requirements for the layout of subdivisions set forth in chapter 3 of this title and with the provisions of chapter 3 of this title establishing minimum design standards and procedures for the installation of subdivision improvements of this title, and in every case shall pursue the following procedures set out in this chapter.
