3-3-14: RENEWAL NOT A VESTED RIGHT:
   A.   Requirement To Meet Qualifications: Any person licensed under the provisions of this chapter may renew his license at the expiration thereof, provided he is then qualified to receive a license and the premises for which such renewal license is sought is suitable for such purpose. The renewal privilege provided for in this section shall not be construed as a vested right which shall in any case prevent the Village Board of Trustees from decreasing the number of licenses to be issued within the Village.
   B.   Businesses Not In Operation; Damaged Premises Excepted: Any provision in this chapter notwithstanding, the Village President, as Liquor Control Commissioner, may refuse to renew a license held by any person under the provisions of this chapter, if the business for which said license was issued has not been in operation for six (6) months prior to the renewal date. This subsection shall not apply to licenses issued for premises which have been destroyed or damaged by fire or other natural cause or to premises which are being remodeled and for which a building permit has been issued by the Village; provided, however, that such rebuilding of any damaged premises or remodeling shall be completed within nine (9) months from the date of the occurrence of the damage or issuance of the building permit, as the case may be.
