3-12-3: POWERS AND DUTIES:
The golf and cemetery board shall have the purpose of managing, overseeing, supervising, and guiding the operations of the Lakeview Golf Course and Mitchell Cemetery in connection with the department head and staff responsible for these locations. The golf and cemetery board shall have the following powers and duties:
   A.   General Powers:
      1.   To set such rules and procedures as may be necessary for the conduct of its meetings.
      2.   To determine and set user fees for all programs, services, and for the use of golf and cemetery facilities as deemed appropriate by the board. The golf and cemetery board shall provide notice to the City Council of any changes to the board's fees and the City Council reserves the power to adjust such fees.
      3.   To execute and carry out contracts in furtherance of its authorized purposes.
      4.   To make rules and regulations governing the conduct of all persons within the Lakeview Golf Course and Mitchell Cemetery grounds and facilities. Such rules and regulations shall be effective upon being posted in a conspicuous place within or upon such grounds and facilities. No person shall violate any such rule conspicuously posted in or upon any such grounds and facilities.
   B.   Acceptance Of Gifts: The golf and cemetery board may accept gifts or bequests for the benefit of its facilities.
   C.   Additional Powers And Duties: To have such other powers and duties as provided by statute and applicable ordinances. (Ord. O2020-16, 12-21-2020)
