4-9-3: ISSUANCE OF LICENSE:
The finance officer shall present the application for house mover's license to the city council. If the city council finds that the applicant is a properly qualified and adequately equipped house mover and that he has filed a bond in proper form, it may approve the issuance of such license upon payment of the required license fee. (1984 Code § 16-4)
