4-4-6: RATE REGULATION AND RECEIPTS:
   A.   Rates Established: The city council may, by resolution, establish such maximum ride service rates for the city as the city council deems to be in the best interests of the citizens of the city. Prior to passing a resolution establishing or modifying said rates, the city will provide at least ten (10) days’ written notice to each license holder and provide a period for comments on the proposed rates during the meeting when the resolution is considered.
   B.   Rates Posted: Every TNC vehicle or VFH must conspicuously place in each vehicle providing ride services a schedule of rates charged to the public. For a TNC vehicle, the rate posting requirement of this subsection is met if the TNC’s application used by the passenger to request the ride provides the estimated rate for the initially requested ride.
   C.   If requested by a passenger at the time of service, a ride service company shall provide a receipt to the passenger listing, at a minimum, the following information: the origin and destination of the trip; the total time and distance of the trip; the total fare paid; and the driver’s first name. Such receipt may be hand delivered at time of service or, within a reasonable period of time thereafter, may be mailed, sent electronically, or provided via any other delivery method agreed upon by the passenger and ride service company.
