10-3-1: ADMINISTRATIVE AUTHORITIES:
The administration and enforcement of this title is hereby placed in the public works department. The officials of that department are authorized and directed to enforce the provisions of this title. For such purpose, they shall have the powers to act as agents of this city.
   A.   If the building official along with any employee within the public works department and/or any employee of the public safety department, shall find that any provision of this title is being violated, he/she shall notify, in writing, the person responsible for such violation and order discontinuance of use of land, structures or buildings, removal of buildings or structures or of additions or alterations or structural changes thereto, discontinuance of any illegal work being done or take any other action authorized by this title or elsewhere stated in this code or state statute.    B.   In case any building or structure is erected, constructed, reconstructed, altered, repaired, converted or maintained, or any building, structure or land is used in violation of this title, the appropriate authorities of the city may in addition to other remedies, institute injunction, mandamus or other appropriate action or proceeding to prevent such unlawful erection, construction, reconstruction, alteration, conversion, maintenance or use, and may correct or abate such violation or prevent the occupancy of said building, structure or land.    C.   For each violation of the provisions of this title, owner, contractor or other persons interested as general agent, architect, engineer, land surveyor, building contractor, owner, tenant or any other persons who commit, take part in or assist in any violation of this title or who maintain any building or premises or uses of any land in violation of this title, shall, for each and every violation, be fined as provided by section 1-4-1 of this code. Whenever such person shall have been officially notified by the building official or code enforcement authorities or by service of a summons in a prosecution, or in any other official manner, that said person has committed or is committing a violation, each day's continuance of such violation after such notification shall constitute a separate offense punishable as provided by section 1-4-1 of this code.
