The provisions of this chapter shall not apply, except for section 9-6-1 and subsections 9-6-3B, C and D of this chapter to any person making application for a permit to move any building constructed within the city, approved by the building official, where such building does not exceed nine feet (9') in height, fourteen feet (14') in width and twenty feet (20') in length, and provided, that such building may be carried on a straight flatbed truck with an overall height not to exceed thirteen feet (13').
