The city fire marshal, subject to the supervision of the chief of fire and EMS shall be responsible for enforcement of the applicable provisions of the international fire code as the same shall be in effect at any time in the city. The person in the city designated as the "fire marshal" shall exercise all authorities and duties of inspection and as may otherwise be provided by ordinance or fire code. Notice of action by the fire marshal which is adverse to the application by any person for a permit, or will adversely affect the interest of a person, shall be made in writing and shall be delivered to the person either by deposit of such notice in the U.S. mail, first class with postage prepaid and addressed to the last known address of such person, or alternatively delivered personally to such person.
