Nothing contained in this chapter shall be construed to limit or restrict the power of the city to contract as provided by statute to treat or dispose of private sewage or industrial waste originating within the city or within one mile of the corporate limits thereof, and any contract heretofore or hereafter entered into under such power shall be in lieu of any fees, rates, rentals or charges established under this chapter.
