All money belonging to the city derived from taxation, licenses, fines, forfeitures, the operation of the waterworks or other public utility owned or operated by the city or from any other source, shall be paid into the city treasury, and the city council shall designate by ordinance to what fund such money shall be applied as provided by law 1 .
