8-3-4: RULES AND REGULATIONS:
   A.   Athletic Events:
      1.   Restricted To Designated Areas: No person shall play at any game of baseball, tennis, football, croquet or other game likely to cause damage to lawn or surroundings in any park unless such game is played on portions of such park especially provided and designated for such purpose. (1984 Code § 26-13)
      2.   Scheduling Of Athletic Events: No softball, baseball or other athletic tournament shall be held upon park property unless the same shall first be scheduled through the Park and Recreation Office. No such tournament shall be conducted in such manner as to constitute a violation of any provision of this Code or other City or State law. (1984 Code § 26-4)
   B.   Concessions:
      1.   Liquor: A permit or license is required by the Governing Body of the City for any organization or association to sell any alcoholic beverage in any park.
      2.   Concessions: No person shall sell or offer for sale any article or operate any concession without first securing a written permit from the Park and Recreation Board, which shall have the power to fix and collect fees for such permits. (1984 Code §§ 26-5, 26-23)
   C.   Traffic Regulations:
      1.   Traffic Laws Apply: All provisions of this Code or other ordinances governing travel or traffic upon public streets shall be applicable within all parks. (1984 Code § 26-6)
      2.   Vehicles And Horses To Remain On Roadways: No person may operate any motor vehicle or ride any horse in any park or upon any City property, except upon drives and roadways specified for such purposes. A bicycle as defined in section 7-8-1 of this Code is not considered a motor vehicle for the purposes of this subsection. (Ord. O2019-03, 4-15-2019, eff. 7-1-2019)
      3.   Certain Vehicles Restricted: The Park and Recreation Board shall have power, whenever it may deem it necessary for safety of the public, to exclude certain classes of vehicles from any park or from any portion thereof or to provide that traffic shall move only in one direction. In such cases, the board shall cause notices to be posted in conspicuous places in such park or roadways thereof, which notices shall specify such regulation of the board concerning such traffic.    D.   Closing Hours: No person shall be or remain in nor leave any vehicle in any park or parkway, including the public beach, between the hours of eleven o'clock (11:00) P.M. and daylight the following morning.
   E.   Additional Rules And Regulations: The Park and Recreation Board may further regulate the use of the public parks and parkways and the public beaches; and such other regulations, when posted in a conspicuous place upon the property, shall be deemed enforceable pursuant to this chapter. Any violation thereof shall constitute violation pursuant to this chapter. (Ord. 1703, 9-16-1991)
