A. It is the intent of this chapter to provide the necessary organization, powers, and authority to enable the timely and effective use of all available city resources to prepare for, respond to, and recover from disasters and/or emergencies, natural and manmade, likely to affect the health, security, safety, or property of the city of Mitchell and its residents, whether such events occur within or without the corporate limits of the city.
