353.05 PARKING METER HOURS.
   (a)   Council to Designate Time of Operation. Council shall by resolution designate the days of the week and the hours thereof during which time parking meters shall be in operation, and when, after the installation thereof, the operation of such parking meters shall go into effect.

   (b)   Permissible Time Limit. Except for the holder of a Municipal Parking Permit pursuant to Section 353.06:
      (1)   The length of time that parking is permissible in a metered parking zone for which a meter is installed, upon a deposit of coins in a parking meter, shall be a maximum of two hours at a two-hour parking meter and ten hours at a ten-hour parking meter, between the hours of 9:00 am and 5:00 pm except Sundays and holidays.
      (2)   It shall be unlawful for the owner, operator, or any other person to deposit, or cause to be deposited in a parking meter, a coin or coins for increasing the time of any vehicle beyond two hours if any parking zone between the hours of 9:00 a.m and 5:00 p.m. unless said vehicle is parked at a ten-hour designated parking meter.
      (3)   Notice to the public shall be given by an appropriate plate attached to the parking meter setting forth the length of time for which parking is permitted. Any vehicle which remains in a metered parking zone after the metered time is expired is hereby determined to be illegally parked. See Penalty Section 353.99 Parking meter violations.
      (4)   When any vehicle parked at a parking meter is issued a traffic ticket and is not moved within two hours from the time the ticket is issued, the operator of said vehicle will be issued a second traffic ticket in the amount of fifteen dollars ($15.00).
   (c)   Parking Prohibited at Certain Times.
      (1)   In all three public parking lots in Section 351.15(a) (metered or unmetered), and in all other areas of the Village which are metered by parking meters, parking shall be prohibited between the hours of 3:00 a.m. and 5:00 a.m. every day of the week, except for the holder of a Municipal Parking Permit pursuant to Section 353.06.
      (2)   Any vehicle which is parked in the prohibited area at the prohibited times pursuant to this subsection, may be issued a ticket or may be towed by the Municipality with the cost of such tow assessed against the owner of such vehicle.
      (3)   The assessed cost of towing provided for in subsection (c)(2) hereof shall be in addition to the penalty prescribed in Section 303.99.
