(a) In all three public parking lots in Section 351.15(a) (metered or unmetered), and in all other areas of the Village which are metered by parking meters, except on North Market Street, monthly Municipal Parking Permits shall be made available for public purchase. No Municipal Parking Permit shall be used to park on North Market Street.
(b) The cost of a Municipal Parking Permit shall be fifteen dollars ($15.00) per month. Permits may be paid for on a month-to-month basis.
(c) The issuance of a monthly Municipal Parking Permit does not guarantee availability of a parking space, but frees the permit holder from paying the parking meter throughout the day.
(d) Municipal Parking Permits shall be issued through and administered by the Minerva Police Department.
(e) A permit holder shall be issued a Municipal Parking Permit which shall be displayed on the rear-view mirror visible through the front windshield. Failure to display the Municipal Parking Permit will constitute a parking violation.
(f) The Municipal Parking Permit will allow the permit holder to park in any parking space (metered or unmetered) except for North Market Street.
(g) A Municipal Parking Permit will allow a permit holder to park in any parking space (metered or unmetered) overnight from 3:00 a.m. to 5:00 a.m., except for North Market Street and High Street, which shall remain no parking zones from 3:00 a.m. to 5:00 a.m. every day of the week.
(h) Appropriate signs shall be erected to notify the public of the parking restrictions provided by this section.
(i) Whoever violates this section is guilty of a minor misdemeanor.
