§ 31.59 SENIOR DIRECTOR OF PUBLIC WORKS.
   There is hereby created the position of Senior Director of Public Works who shall have supervisory authority over the streets and alleys of the village, the Water and Sewer Plant of the village, the village cemetery, the parks, pool and buildings of the village, and the Building and Zoning Departments of the village. The supervisory authority of the Senior Director shall extend to all personnel under his or her direction and supervision, and he or she shall be responsible for the implementation of all provisions of the Employee Handbook that pertain to the personnel under his or her direction and supervision. In addition, the Senior Director shall, at a minimum, conduct annual performance reviews of those employees under his or her direction and control. The Senior Director shall be appointed by the President with the advice and consent of the Village Board at the first regular meeting of the Village Board in May of each year. It is the intent of the Village of Millstadt that the position of Senior Director of Public Works shall be on a policy-making level in the village government.
   (A)   Streets and alleys. The Senior Director shall superintend the Superintendent of Streets and Alleys and shall have the final authority in reference to all duties and responsibilities delineated in § 31.51.
   (B)   Water and Sewer Plant. The Senior Director shall superintend the Superintendent of the Water and Sewer Plant and shall have final authority in reference to all duties and responsibilities delineated in § 31.52. His or her duties and responsibilities shall include but not be limited to reading meters, J.U.L.I.E. locates, fixing leaks, cleaning sewers, sewer inspections and general cleanup after digging.
   (C)   Cemetery. The Senior Director shall superintend the Custodian of Cemeteries and Sexton and shall have final authority in reference to all duties and responsibilities delineated in § 31.53.
   (D)   Building and Zoning. The Senior Director shall superintend the Building Commissioner and the Zoning Administrator and shall have final authority in reference to all duties and responsibilities assigned to the Building Commissioner and Zoning Administrator under the ordinances of the village.
   (E)   Parks and pool. The Senior Director shall have the care, custody, and control of the parks of the village, under the direction of the Parks Committee. This includes, but is not limited to: mowing and trimming all grass in the parks according to village guidelines; keeping the bathrooms clean and stocked; keeping the pavilions clean; keeping trees in the parks trimmed; maintaining the flower beds; emptying the trash cans; maintaining the park buildings; maintaining the ball diamonds; maintaining the pool; maintaining the playground equipment; maintaining the volleyball court; and maintaining the grandstands and walking paths.
   (F)   Buildings and maintenance shop. The Senior Director shall be responsible for the maintenance of all village-owned buildings and all work performed thereon shall be under his or her supervision and direction, subject to the control of the Village Board. In addition, the Senior Director shall have the care, custody and control of the village maintenance shop and his or her duties shall include but not be limited to: maintaining all equipment; keeping clean and washing all police cars; changing oil in the police cars; keeping the shop clean; keeping the maintenance yard organized; and receiving all stock deliveries.
