7-3-8: PARKING FOR PERSONS WITH DISABILITIES:
   A.   Definitions: As used in this section, the following words and terms shall have the meanings ascribed to them in this subsection:
    OFFICIAL SIGN: A sign that designates a place as being reserved for parking of a motor vehicle for a person with a disability meeting the specifications set forth in the Illinois motor vehicle code and installed by an officer or agent of the village or by the owner of a private off street parking facility.
   PERSON WITH A DISABILITY: Every natural person who is unable to walk two hundred feet (200') or more unassisted by another person, or without the aid of a walker, crutches, braces, prosthetic device or a wheelchair, or without great difficulty or discomfort due to the following impairments: neurologic, orthopedic, respiratory, cardiac, arthritic disorder, blindness or the loss of function or absence of limb or limbs.
   B.   Parking Areas Established: There are hereby created within the village such motor vehicle parking places for persons with disabilities as shall be designated by the posting of official signs meeting the specifications set forth in the Illinois motor vehicle code.
   C.   Unauthorized Use Of Parking Places: It shall be prohibited to park any motor vehicle which is not bearing registration plates or decals issued to a person with a disability pursuant to the provisions of the motor vehicle code in any parking place, including any private or public off street parking facility, specifically reserved for parking for persons with disabilities by the posting of an official sign designating the space as reserved for parking for persons with disabilities.
   D.   Removal Of Motor Vehicle Parked In Violation: Any person or local authority owning or operating any public or private off street parking facility may, after notifying the village police department, remove or cause to be removed to the nearest garage or other place of safety any vehicle parked within any stall or space reserved for use by persons with disabilities which does not display registration plates or a special decal device for persons with disabilities as required by the Illinois motor vehicle code.
   E.   Penalty: Any person violating any provision of this section shall be deemed guilty of a misdemeanor and, upon conviction thereof, shall be fined as provided in section 1-4B-1 of this code in addition to the assessment of any costs or charges connected with the removal or storage of any motor vehicle pursuant to the provisions of this section.
