All inoperable motor vehicles located within the municipal boundaries of the village and in view of the general public, whether on public or private property, are hereby declared to be a nuisance, and any person who shall keep or cause to be kept under his or her control any such motor vehicle shall be subject to a fine as hereinafter provided in the event that such person shall disobey a notice received from the village police department directing said person to dispose of said inoperable motor vehicle. A separate offense shall be deemed committed on each day during or on which a violation occurs or continues.
