The term of each Commission member shall be three years, except the initial term for the member of the Commission appointed from the Milan Chamber of Commerce shall be one year and the initial term for the member appointed from the Milan Garden Club shall be two years. The Mayor and the Village Administrator or his/her designee shall be permanent members of the Commission.

It shall be the responsibility of the Commission to study, investigate and develop and/or update a written plan for the maintenance and beautification of the Village parks and grounds. The created or updated plan shall be presented annually to Village Council and upon Council's acceptance and approval, the plan shall constitute the official Comprehensive Beautification Plan of the Village of Milan, Ohio (hereinafter "Plan"). The Commission, when requested by the Village Council, shall consider, investigate, make findings, report and recommend on any special matter or question coming within the scope of its work. The Commission may consult with any person or professional that in the Commission's opinion can assist in the creation and updating of the Plan or any special matter which Council requests be considered or investigated. The Commission shall have the duty and authority to conduct any action in conformance with and in furtherance of the latest Plan approved by Council. Any action by the Commission not authorized by the latest approved Plan must be separately approved by Council. If Council desires the Commission to conduct tasks outside of the Plan, it shall communicate the request to the Commission in writing.
