(a) In addition to Basic Service Charge and the base User Charges applicable pursuant to Sections 925.16 and 925.17 respectively, users discharging pollutants to the wastewater treatment works of the Village, whose average concentration, as defined in Section 925.13 in one or more classifications exceeds in any month that concentration defined as normal in Section 925.13 in the corresponding classification shall be subject to surcharges calculated as follows:
(1) Surcharges for each billing period during a calendar year shall be based upon the following values for that calendar year:
A. Estimated total operation and maintenance expenses;
B. Estimated total pound of BOD received at the plant B/t;
C. Estimated total pounds of suspended solids received at the plant S/t. Data not available shall be estimated in the most practical manner possible and shall be subject periodic, but not less than an annual audit.
(2) Surcharge or User Charges per pound of BOD in excess of normal equals:

(4) Pounds of BOD per billing period subject to surcharge equals: (Average concentration of BOD, calculated pursuant to Section 925.13 in milligrams per liter minus 200 milligrams per liter) times the volume of wastewater discharged from the user to the wastewater treatment works per billing period, in 1,000 gallons time 0.00834. If the average concentration of BOD, is 200 milligrams per liter, or less, no surcharge for BOD shall apply.
(5) Attached hereto and made a part hereof, as Exhibit A, are the current figures incorporated into the foregoing formula, and these figures shall be reviewed and revised at least annually.
(6) Pounds of Suspended Solids per billing period subject to surcharge equals: (Average concentration of Suspended Solids, calculated pursuant to Section 925.13., in milligrams per liter minus 240 milligrams per liter) times the volume of wastewater discharged from the user to the wastewater treatment works per billing period in 1,000 gallons times 0.00834. If the average concentration of suspended solids is 240 milligrams per liter, or less, no surcharge for suspended solids shall apply.
(7) Surcharge on User Charges equals pounds of BOD calculated pursuant to subsection (a)(4) hereof times surcharge per pound calculated pursuant to subsection (a)(2); plus pounds of suspended solids calculated pursuant to subsection (a)(6); times surcharge per pound calculated pursuant to subsection (a)(3).
(8) Formulas as contained in subsection (a)(2) and (3), shall be subject to adjustment as necessary based upon annual audit of sewer revenue fund expenses.
(b) Surcharges may also be established for pollutants other than those provided for in this subsection which are permitted to be discharged to the wastewater treatment works by the Village, after pretreatment, or without pretreatment.
(c) Surcharges levied pursuant to this section shall be billed monthly. The rates shall be as established by the Village.
