(a) A User Charge shall be levied on all users of the wastewater treatment works to provide funds necessary to pay the cost of operation and maintenance of the treatment works to each user, or user class, in proportion to such user’s contribution to the total wastewater loading of the treatment works. Factors such as strength, volume and delivery flow rate characteristics shall be considered and included as the basis for the user’s contribution to ensure a proportional distribution of operation and maintenance costs. The method to be used to establish the User Charges for Wastes within the limits of normal concentration (as defined in Section 925.13) shall be defined in this section. The method to be used to establish the User Charge for Extra Strength Surcharge for wastes in excess of normal concentrations shall be defined in this section. (Ord. 340-01-04. Passed 1-13-04.)
(b) The volume of wastewater from each user shall be subject to a User Charge as follows:

(2) In the event of a master water meter serving more than one consumer, each consumer unit shall be subject to the Minimum Charge and be allowed a discharge of 2,000 gallons per consumer unit before additional volume charges shall apply.
(3) In the event that a wastewater customer is not also served by the Village Water System, the customer shall be charged a minimum of 4,000 gallons per month.
(4) The Village Administrator shall be and hereby is authorized and directed to maintain such rates and charges for the products and services of the wastewater treatments works as shall be necessary to pay all costs associated therewith, including debt service and other payments related to bonds and notes issued to extend or improve the wastewater treatment works system, and make any and all adjustments in such rates and charges, at any time, in order to pay all such costs and comply with rate and any other covenants of any and all other ordinances or indentures of mortgage authorizing the issuance of or securing debt to finance extensions and improvements to said wastewater works system. In addition, the Village Administrator shall be and hereby is authorized and directed to review annually the operation and maintenance expenses, debt service requirements and other requirements of said wastewater works system for the succeeding year, including necessary and reasonably foreseeable costs for capital improvements, and, based on such review make a recommendation to Village Council to adjust the rates and charges of said wastewater works system to provide for such requirements in accordance with rate and other covenants of any and all ordinances or indentures of mortgage authorizing the issuance of or securing debt issued to finance extensions and improvements to said wastewater works system.
(c) User Charges levied pursuant to this section shall be billed pursuant to Section 925.21. The rates shall be established by the Village Council.
