§ 1406.01 BUILDING PERMITS; CERTIFICATES OF OCCUPANCY.
   Before receiving a building permit, the owner of the affected property or his or her agent shall pay the applicable fee specified in this section.
   (a)   Fees for building permits for residential construction are established in this division (a).
      (1)   New construction, additions and renovations.

   (b)   Fees for building permits for commercial/industrial structures under the jurisdiction of the Ohio Building Code are established in this division (b).
      (1)   New construction, additions and renovations.
         A.   Up to 5,000 sq. ft. of total floor area of all stories and basement: two hundred ten dollars ($210.00), plus forty cents ($0.40) per sq. ft. of total floor area.
         B.   Over 5,000 sq. ft . up to 10,000 sq. ft. of total floor area of all stories and basement: two thousand two hundred ten dollars ($2,210.00), plus twenty cents ($0.20) per sq. ft. of total floor area over 5,000 sq.ft.
         C.   Over 10,000 sq. ft. of total floor area of all stories and basement: three thousand two hundred ten dollars ($3,210.00), plus twelve cents ($0.12) per sq. ft. of total floor area over 10,000 sq. ft.
         D.   A State mandated surcharge of 3% of the total cost of the permit fee and the plan review fees will be added to each permit.
      (2)   Alterations.

   (c)   Fire protection systems.
      (1)   Outside fire line work: $145.00 plus fee for interior work.
      (2)   For interior work, including new systems, alterations/additions and limited area systems using water:

      (3)   For gravity or pressure tanks the fee shall be based on the estimated cost in accordance with § 1406.01(e).
      (4)   Fire pumps: thirty-five dollars ($35.00) per 100-gallons per minute capacity or fraction thereof.
      (5)   Standpipes, house of Fire Department hose system: forty-five dollars ($45.00) per story per standpipe.
      (6)   For systems employing Halon, CO 2 , carbon dioxide or other chemical extinguishing agents, the fee shall be based on the estimated cost in accordance with § 1406.01 (e).
   (d)   Fire alarms systems. the permit fee for fire protective signaling systems, both manual and automatic alarm systems, shall be based on the estimated cost in accordance with § 1406.01 (e) hereof. See § 1418.06 for additional fees for duct smoke detector tests.
   (e)   Estimated valuation fee. The building permit fee for any construction which is not covered by division (a) through (d) of § 1406.01 of this Chapter or which references estimated cost or valuation of project shall be in accordance with the estimated valuation table below.

   (f)   Effective June 21, 1994, in addition to the fees imposed herein, site plan review and construction inspection of public infrastructure fees are hereby imposed as follows:
      (1)   For commercial and/or industrial new site development:
         A.   Two hundred dollars ($200.00) per acre for the first five acres.
         B.   One hundred dollars ($100.00) per acre for next five acres.
         C.   Fifty dollars ($50.00) per acre for every acre over ten acres.
      (2)   For modifications of existing developed sites:
         A.    The modified acreage shall be used to calculate the fees in § 1406.01(b)(1).
         B.   Modification for these purposes shall be defined as regarding, expansion of impervious area, or alteration of stormwater conveyance.
      (3)   Minimum fee for § 1406.01(b) shall be fifty dollars ($50.00).
   (g)   A certificate of occupancy shall be required for each building or structure whenever its use is changed from one occupancy class to another, or for a part of a building or structure where its use is changed. Inspections shall be made in every case. The fee for such inspection shall be sixty dollars ($60.00) per residential unit, one hundred and forty-five dollars ($145.00) per commercial/industrial unit. The fee shall be in addition to any other fees which may accrue thereafter.
   (h)   Any fees incurred for the review of plans by the City will be paid by the applicant at a rate of one hundred fifteen dollars ($115.00) per hour for the first hour and eighty-five dollars ($85.00) for each additional hour. Review of plans for signs which is conducted in-house will be billed to the applicant at a rate of sixty dollars ($60.00) per hour. All other plan review fees for signs will be at commercial rate.
   (i)   A building permit is required for any temporary tent that is more than one hundred and twenty square feet (120 sq. ft.) in size and is to be used for other than personal use. The fee for such permit shall be fifty dollars ($50.00).
