After completion of such work and after determination upon inspection by the Department of Public Service that such areas are free of dirt and other debris, such deposit less the cost of the cleaning work performed by the City and less the ten dollar ($10.00) permit fee for residential-type and/or twenty-five dollar ($25.00) permit fee for apartment, commercial or other type of use or construction, shall be returned to the depositor thereof, provided that the Building Inspector, in work involving provisions of the Building Code and the Zoning Code, has given his final inspection and approval of all of the work and has issued a certificate of occupancy for the premises as provided for in the Zoning Code.
The ten dollar ($10.00) and/or twenty-five dollar ($25.00) permit fee shall be payable and deducted from the deposit provided for in Section 1335.01 at the time the permit is issued and represents the costs to the City of making inspections while the work progresses.
