All sidewalks shall be constructed to the line and grade established by the Municipality. For issuing the permit and establishing the line and grade for any sidewalk improvement there shall be collected from the owner a charge based upon the following rates:
For each lineal foot of sidewalk for which line and grade are furnished $ .50
A minimum charge in any case shall be $60.00
The City Engineer will be paid for his services at the rate of eighty percent for establishing the line and grade. Private sidewalks shall be inspected by the Building and Zoning Director and public sidewalks shall be inspected by the Public Service Director.
