903.04 PERMIT APPLICATION, DURATION; RESOLUTION OF NECESSITY.
   No sidewalk space on any public street or road shall be improved as herein provided, nor shall any such sidewalk or sidewalk space be repaired, relaid, raised, lowered or otherwise improved, unless a permit therefor shall first have been obtained from the Director of Public Service. Applications for permits shall state the nature of the work proposed, the kind of material to be used, the extent of same, and the sublot and house number, or adequate measurements, identifying the location where the work is to be done.
   Any permit issued hereunder shall become null and void thirty days after the date thereof, unless construction under such permit has been commenced prior thereto, in which event such permit shall expire sixty days after the date thereof. No permit for the construction of sidewalks shall be issued after Council has passed a resolution of necessity to construct sidewalks as a street improvement, pursuant to Ohio Revised Code Section 727.12, for any lot which is within the termini of such improvement as set forth in the resolution. A permit may be issued to the contractor who is awarded the contract for the construction of sidewalks pursuant to the street improvement proceedings.
