(A) All solid waste and special waste that can be legally received at the City of Metropolis’ transfer station and which is generated in the city or picked up in the city shall hereafter be delivered to the City of Metropolis’ transfer station for transfer and subsequent disposal.
(B) This section shall remain in full force and effect for so long as the City of Metropolis’s transfer station is accepting solid waste and special waste at the transfer station for transfer to a disposal site.
(C) This section shall not apply to persons transporting aluminum cans, steel or tin cans, plastics #1 or #2, glass products, or paper products which have been collected and properly separated for recycling and which have been or are in the process of being delivered to and properly deposited within the City of Metropolis’ recycling dumpster.
